PEN Workshops in Munich: EU Enlargement and Citizen Participation

Dear colleagues and everyone interested in European integration,

As part of the EU-funded educational project “PEN – Participatory EU Enlargement Project,” we are pleased to invite you to participate in two thematically interconnected workshops.

The workshops will focus on the political, legal and institutional dimensions of EU enlargement, Ukraine’s specific perspective on the process, and opportunities for citizens to participate in shaping European policy.

Workshop 1: EU Enlargement and Citizen Participation
Tuesday, 10 November 2026, 10:30 a.m.–5:00 p.m.

An interactive analysis and discussion featuring expert contributions, academic insights, and perspectives from Germany and Ukraine.

Workshop 2: EU Enlargement Simulation and Training of Multipliers
Tuesday, 24 November 2026, 10:00 a.m.–approximately 4:00 p.m., and Wednesday, 25 November 2026, 9:00 a.m.–approximately 2:00 p.m.

A practical simulation of the EU enlargement process, providing participants with an opportunity to better understand the roles of European institutions, the interests of different stakeholders, and potential areas of conflict arising during negotiations. The programme will also prepare participants to share their knowledge and experience with other interested individuals.

Venue for both workshops:
Ukrainian Free University (UFU)
Barellistraße 9A, 80638 Munich, Germany
